My one question is if I want to control a "web cam" that has pan and tilt, will UAVcast-pro be able to have full functionality?

devonow UAVcast itself cannot control camera yet, but you could just use mission planner or QGC and send camera control from there.

The camera has its own survellance software (amcrest). Is it possible to use UAV-cast as a bridge for the amcrest software to talk to the camera?

I guess all it would need is the data connection.

devonow I dont know anything about that system, but i guess you could control it as long as you are able to react RPI over TCP/IP.

I already have the raspberry pi 4B with 8Gb of RAM + MicroSD 128Gb Samsung EVO + Raspberry pi Camera V2 of 8Mpx + UBEC 5v of 3A, I could not find 5A, I hope the power consumption does not exceed 3A. In two days I will receive the huawei E8372H modem.
